If a person sleeps 8 hours a day, then he or she will have 16 hours (960 minutes) with the eyes open to receive stimuli and information from the outside world during the day. This can be quite a workload for the brain. However, "seeing" and "perceiving" are different. "Seeing" involves the eyes collecting shapes and images from the outside world, while "perceiving" involves the brain's cognition to further interpret the collected information. To avoid sensory overload, our brain would prevent us from perceiving many of the things we see that are deemed unimportant. We cannot control what we see most of the time, but to some extent we can train our brain WHAT to perceive and HOW to perceive. For example, we "see" the sunrise. Painters who are more sensitive to light and colours may "perceive" it as "a golden morning". Poets who express emotions more delicately may "perceive" it as "the beginning of a new life."
